Can a second Home Hub 4000 be setup as a access point?

Technically speaking yes, but I don't think anybody has tried it yet. Practically speaking a much better solution is a regular access point as that is designed as an access point.

An interesting question. I agree with @Vanadiel . There are better solutions. Bell owns their modems, so if you have a second HH4000 around, Bell will send someone a bill. Any modems you see for sale can’t be connected in any case.
