How do I text a cell phone in vietnam

I have been trying to text to a friend in Vietnam. My friend doesn't seems to receive the message.

I used +84 09 xxxxxxxx, but he didn't seem to get it.

Is that correct? If not, what is the correct way to do it?

I'm on LTE and 5G+ network

To send a text from Canada to Vietnam:

Compose a text message.
Enter the following in the ‘To’ field: 011, then the country code, then the region code, then the mobile phone
Send

For example: 011 + 84 + City / Region or Area Code + Local Number

Calling & Texting to Vietnam explained:

011 - international prefix; dial first when calling abroad from the US or Canada
84 - Country Code for Vietnam
Phone Number (remove initial 0) - 9 digits for mobiles and 10 digits for landlines
example call from the United States or from Canada to a landline in Hanoi: 011 84 24 ???? ????
