People in my building using my wifi changed network name and password 5 times still keeps happening had 3 tec guy at my building still not fixed

We recommend that you update your Internet access password to something only you know so that no one else can access your Wi-Fi connection.
You can do this securely right in your MyBell account or via the Bell Wi-Fi app. For more information check out this page - How To Find and change your Wi-Fi password

I would recommend changing the WIFI SSID and making it hidden, so no one can find it. Change the WiFi password as well.
Furthermore, you may consider disabling the DHCP server and manually assigning IP addresses to your devices based on the MAC address.
