Scam and Fraud email call asking me to download files and give PC access?

I  just got a call,  person said they were from Bell. They were aware of the mail issue and they were going to help me fix it.  i went thru a couple of procedures with them on my pc and it got to a point where they wanted me to download a file that would give them access to my pc.  I questioned  them about this and they had an answer.  I said I wasn't comfortable giving them access to my pc  and I politely said good bye and hung up. I got a call right back a different person on the phone and they said they were almost there to fix the problem.  Said no thanks and hung up again.

Is Bell calling customers to fix this email issue?    I have had no calls back.

Good for you! You did the absolutely best thing! You hung up! Bell NEVER calls customers like this. Scammers use these types of approaches to gain your trust and have you give them your account credentials, which can lead to all kinds of fraud, mayhem, havoc and trouble for you. Well done!  Remember, give them nothing and just hang up!
