Slower than normal upload speeds

I have a 1.5/1 gigabit fiber plan with a HH3000, and I do a lot of speeds tests on a regular basis. My normal speeds are 940/850 and very stable. As of yesterday I can only get 940/450. I am stumped because the modem speed tests shows 1.53/928. 

I tried rebooting the modem more than once, different LAN port, different cable(s), different PC, direct or behind a managed switch. No change, I cannot reach my normal 850 upstream anymore. Down stream is fine and saturated at 940 Mbps.

If you don't get the profile speed a Bell employee will pick up this thread on Monday and fix the profile for you. It has something to do with some profiles not being set correctly.

They will fix it for you.

Can you also clarify if you are using any third party equipment (e.g. a router or a switch)?

No other equipment. Only the Bell Home Hub 3000.

Another Speed Test from the HH3000 today. Same results: 250mbps download, 11mbps upload. Upload is very consistent at 11mbps...
