Can you downgrade my data plan but upgrade my phone?

I am a student who is near the end of his contract, and wondering if I could upgrade to a newer phone but, downgrade my plan because I barely use any/all the data I pay for. Is it possible for me to upgrade my phone but lower my plan to a less expensive plan so I'm not spending 2× the amount of my rent just for my phone and a data plan which I barely use any data.
