Cannot open attachments. Since my plan was upgraded I now cannot view or send attachments.

Welcome to the Community and thanks for your post.
In order to receive helpful tips and tricks, more information will be needed.
- What is the make and model of your phone?
- Is it a newly acquired phone or just a plan change?
- If it was a Hardware Upgrade done online, was the order activated via My Bell and new SIM card inserted in the new phone?
- Is any other services affected (calls, text, data, etc.)?
- Did you check your rate plan on My Bell to see if any features were missing?
- Have you completed any troubleshooting?

And did you do the basic things like restart and turn phone on . That should not be happening .
