I recived an email asking me to pay the first bill even prior to the installation. Is this the way of Bell payment, or it is scamer?

Scam, Fraud, Hacker, Thief, Crook etc.
What did you receive & how did you receive it? If you were sent a bill by email, text or received an anonymous caller, please disregard completely. Delete, delete, delete!
Bell will not send you a bill for something you do not have installed. You can verify this on MyBell.
If you are suspicious about the email you received, do not reply to it. Contact Bell Customer Services & speak to a representative.
Remember one thing .... Do not give out anything to anyone you do not know or trust! Do not share personal information. Do not open links or messages in Emails or text messages!
Reputable companies such as Bell, banks, utilities & highly regarded services & institutions do not send you messages or make calls such as this! They do not call you asking to provide personal information.
I should mention that: "All of your services are billed a month in advance." They are not billed before your internet is installed.
"That means that your first bill could include charges for service for almost two months."
Your first bill will also include any service charges associated with the installation.

It is next to impossible to answer your question with the limited details you have provided. My first thoughts is yes, it is a scammer. Bell would not be sending you an email to pay your bill before your service was to be installed. When you applied for service were you requested to provide a security deposit? If so, have you done so?
If you are suspicious about the email you received, do not reply to it. Contact Bell Customer Services & speak to a representative.
Remember one thing .... Do not give out anything to anyone you do not know or trust! Do not share personal information. Do not open links or messages in Emails or text messages!

You also made mention to your first bill. I should mention that: "All of your services are billed a month in advance."
For example, if your account was activated on September 1st and your bill is printed on the 7th, your first invoice will include charges from your installation date of September 1st - September 30th. In addition to your regular monthly charges which are billed one month in advance, your bill will include charges for your usage, rate plan and features from the date you activated or if changes were made to your account. On your bill & & also shown in MyBell you will notice a billing date. This date will remain the same each month as part of your monthly billing cycle.

Your first bill will also include any service charges associated with the installation.
Your second and later bills will only include your regular monthly charges plus any fees or changes that you make to your service.
Similarly, when you add, remove or cancel a service or feature in the middle of your billing period, Bell will automatically adjust the charges, so you only pay for the time you subscribed to the service. Typically, you will see a prorated adjustment within 1-2 billing cycles after making the change.

My case is different. My question was. Is it possiple that Bell send a bill prior to start the home Internet installation.?
It seams itbus hackers, isn't it?

If you're beginning to be billed before the actual installation then that's an error. For instance it says you're starting to be billed on (for example) Sept. 3rd but the installer didn't come & hook you up until the 14th then that's an error.
