One of the usage details is "Picture/Video messaging". Would this include Facetime use?

Welcome to the Community and thanks for your post.
That's a good question, however Picture/Video messaging are multi-media text messages only and FaceTime is related to your phone calls and data. We suggest using FaceTime while being connected to Wi-Fi to not utilize all of your data bundle.
