Does the cloud PVR work with any internet wifi provider or do I have to use Bell products

Good Day.
Your question is somewhat ambiguous. You can use any internet supplier to access Fibe TV as long as you have a subscription. You can access recordings from the Cloud PVR if the device you are using is compatible. E.g VIP7802, Bell Streamer, Fibe TV App.
Fibe TV customers can access live TV, video on demand and recordings from at home. When away from home, live TV (select content), video on demand and recordings are also accessible by way of the Fibe TV App.

You can use the Fibe TV app on multiple devices at once. Simply install the app on each device and enjoy.
Fibe TV service:
- When connected to your home Bell Wi-Fi, you can have unlimited devices watching content simultaneously and unlimited devices registered. You can choose the "Easiest" way for connecting.
- When not connected to your home Bell Wi-Fi, you can have three devices watching content simultaneously and five devices registered. To use the app remotely, you need to login with your MyBell credentials & have access to a Wi-Fi network. You would choose the "Best" way connecting in this case.
Fibe TV app service:
- When connected to your home Bell Wi-Fi, you can have two devices watching content simultaneously and unlimited devices registered.
- When not connected to your home Bell Wi-Fi, you can have two devices watching content simultaneously and five devices registered.

Let me try to be less ambiguous. I currently have a 4k PVR (hard disk) in a home network. We have a homehub 4000 but it is too far from some of the TVs so we use an arris wifi extender, no other extender will work. My question is, if I switch to the cloud PVR (and presumably won't need a home network) will I still need to use the arris extender or can I use an eero extender

Good Day.
Yes you will still require the ARRIS VAP3400 to improve your whole - home reach and coverage for your TV receivers. E.g. VIP7802, etc. Your only other option would be to hard wire directly to the modem with an ethernet cable or if possible relocating the modem to a more central location to improve your signal.
