I am trying to watch my DVR’d shows from devices that are not connected to my receiver. Is it possible to watch dvr’d shows from my bell app?

Good Day.
Which Fibe service do you subscribe to?
Only one of you can watch live programming when one of you is trying to access the Fibe TV app at home & the other user is not connected to your home Bell Wi-Fi.
Fibe TV service:
When not connected to your home Bell Wi-Fi, you can have three devices watching content simultaneously, but only one can be watching live content, and five devices registered.
Fibe TV app service:
When you are not connected to your home Bell Wi-Fi, you can have two devices watching content simultaneously, but only one can be watching live content.

If I understand your question correctly, the answer is no. Your device must be connected to your receiver to watch content as recorded shows are stored in the cloud, not on the receiver.
