Why are all ACORN programs not provided by Bell?

I subscribe to ACORN on my Bell account. Why are all ACORN programs (on ACORN website) not provided by Bell?

Acorn TV is a subscription service. Bell Media does not hold the exclusive rights to broadcast all of Acorn TV's programming.

Fibe TV Acorn TV - Channel 1344

Available on the Fibe TV App under the On Demand section
