cannot view programs i recorded from pbs

i cannot view programs that i recorded from pbs. it is listed in my package but if you look at it is says * Due to regional restriction, channel only available in Oshawa/Whitby/Peterborough/Toronto/Hamilton/Niagara Falls*   how do i get pbs back?

@AlexS is right, you can add Timeshifting to your TV package, which includes PBS.
