Billed before my installation was done

I recived an email asking me to pay the first bill even prior to the installation. Is this the way of Bell payment, or it is scamer?

My case is different. My question was. Is it possiple that Bell send a bill prior to start the home Internet installation.? It seams itbus hackers, isn't it?Thanks
