Received spam or phishing email - How do I report it as SPAM?

All My Spam and junk mail is coming to me via the address "ebill@Bell.ca" I cannot Block it because it says that the address is one I approve of ???? Maybe because I'm a Bell customer. How do I get rid of this ???
