Ask to subscribe to Time Shifting for local channels

I have recently swtched from Bell satellite TV to Fibe TV with the Starter package.  I am in GTA.  I can watch CHCH local channel just fine but when I select local CTV, CTV2, or CBC.  It asks me to suscribe to Time Shifting.  This is very strange.  H...
