How do I text a cell phone in vietnam

I have been trying to text to a friend in Vietnam.  My friend doesn't seems to receive the message. I used +84 09 xxxxxxxx, but he didn't seem to get it.Is that correct? If not, what is the correct way to do it?  I'm on LTE and 5G+ network Thanks
