Good Day.
Because a number is not in service, does not necessarily mean it is available to be re-assigned to another user account.
if you call Bell & you are wishing to add or change a number, you will be given a very selective choice for the locality that you live in, the area code for the locality, & the NNX codes. You will be allowed to choose from a list of numbers that are available.
Take care.

Thanks. Had a rep tell me the number I wanted was available then passed me along for connection and suddenly it was not available. Not sure who to believe that is reason for my question. I have other dealings with Bell and told things could happen then call back things did happen. Thus my skepticism! Could not get to a supervisor to tell me for sure. Everyone I spoke to were in call centers of unknown location

I would like to claim the home phone number that belonged to my parents (now deceased) from my childhood home. I recently added a bell mobile service and would like to port my childhood home number to that service. The number is not in service so it should be available, however I was unable to claim it during the process of adding the mobile service. It would be great if Bell could help support claiming this number. I am happy to provide any service address information that may help me claim this phone number. It would have great sentimental value.

Thank you for your question. Unfortunately, you can't claim a specific number from Bell. Please see the helpful reply with the green checkmark for more.
