Oops should have posted a big thank you to @BellNick here, he was able to look further into my issue and Bell found a problem on their end that was preventing my indicator from flashing , thanks again Nick
Hello @BellNick tried turning on my indicator function , it was already on so I turned it off then on again , still no flashing light or stuttered dial tone
Have the same issue since Bell moved my phone service from copper to Fiber , tech support tried for a day to correct the issue with no results, then they quietly went away
