I never use the bell optimisation on the router. I set things manually and have top speed on wifi

nope. you're wrong. Bell is having ads promoting the use of other equipment to use the Bell Fibe APP... so ... they have to fix this.

I have the a2643 and Even with new os 26.4, the problem still exist

That’s fine for things with rj45 jack. But not for iphone or ipad
