The phone is always Busy!
Can not dial out and all incoming calls go directly to voicemail. HELP!

I can make outgoing calls on my landline, but when a call comes in on my landline, and I pick it up, I get a busy signal

Good Day.
Have there been any recent changes made to your Bell services? If you have Bell Home phone service, after a modem change or factory reset, your home phone line requires a reset in order for it to work properly. A telltale indicator for this issue is no ring on incoming calls & the fast busy tone condition when you pick up the telephone receiver.
Are there any error messages on your modem? Have you tried to reboot your modem? If you are still having trouble we recommend using the Bell Virtual repair tool. Please select this weblink: Virtual repair tool
If there is still no dial tone or you are getting a fast busy or message on your modem, after completing all of the above, please contact Bell Tech Support at 310-BELL or 1-866-310-BELL or #611 from any Bell mobile device.

We had the constant busy signal as well with the phone working sometimes but not always. Checked all phones and wiring, no luck. Unplugged the modem for a minute and powered it back up - problem cleared up. No idea what caused it.

I did run the Virtual Repair Tool with no luck. The tool seems geared towards internet and TV and does not seem to specifically address the phone.

As a starting point is your Bell service using copper or fiber to service your home?
Have there been any recent changes made to your Bell services? If you have Bell Home phone service, after a modem change or factory reset, your home phone line requires a reset in order for it to work properly. A telltale indicator for this issue is no ring on incoming calls & the fast busy tone condition when you pick up the telephone receiver.
Are there any error messages on your modem?
- Have you tried plugging in a different phone into the back of your modem to see if this makes a difference?
- Are you experiencing this issue all of the time? Some of the time? During inclement weather? E.g. wind, rain ice, snow?
If after reviewing my suggestions & you are still experiencing the same issue, you will need to contact Bell Tech support for further analysis and testing. There may be issues with the inside or outside wiring resulting in an intermittent s/c causing the fast busy condition. Tech support may need to send a software update to your modem to reset the phone & update the firmware. Tech support will determine whether an onsite tech visit is required to repair this issue.

Thanks for your comment. It does address system issues, but as my colleague @WelshTerrier has said, you will likely need a system fix. I suggest you call 1-866-310-2355 and speak to technical support.
