What is the best way to block specific apps, such as YouTube or TikTok, on an iPad or iPhone through a Bell Wi-Fi network?

If Apple ScreenTime is not a choice, what alternatives are available to prevent apps such as YouTube or TikTok from running on iOS devices?

You might want to look here for your options regarding parental control.

@HosseinM You should also check out Guard in the Bell Wi-Fi app. See How to manage the Guard feature on the Bell Wi-Fi app for information on all that it offers.

One thing to keep in mind as well with iOS devices; the use of randomized MAC address can by-pass MAC address blocks on some parental control types.
