1) Spoke to Vlad via Bell's website chat. He advised me that he'd have to transfer me to the Retention Department.
2) Retention calls me, I explain the issue (I want to cancel due to the $6 increase) and the woman tells me, "Oh we only deal with Alliant customers."
3) Third call: I speak to someone who clearly has no interest in customer service, re-explain everything a 3rd time only to be disconnect and no call back.
Seriously.

I am overseas and no way to call and cancel. I tried online but nothing. Anyways i just cancelled my credit card automatic payment and they can do whatever they want to do. no more money from me. Of course they don't want you to cancel your phone, so they make it nearly impossible or a big hassle to do so.

Unfortunately I feel that you are in for a shock, when you find the charge on your credit card account, despite the cancellation. And because Bell has a contract with you, the credit card company will not reverse the charges.
I got into a similar situation with another mobile service 2-3 yrs ago.
Just call the number provided by @WelshTerrier above. Less hassle.
