Each time I turn my TV on, Bell forces a 5 second promotional banner with their promoted channels. I have to wait the full 5 seconds before Bell allows me to go to my programming. How do I turn that off ?

How are you accessing the Bell Fibe TV app? Are you viewing Fibe TV by way of a Smart TV? If so, I believe the ads you mentioned are generated by your Smart TV.
If you are seeing pop-up ads generated directly by your Smart TV’s operating system (such as Samsung or LG) rather than the Bell Fibe TV receiver or App, you will need to check your TV's general network settings. Many brands allow you to disable "Auto-Run" or "Marketing Information" within their respective Terms & Privacy or General Settings menus.
Bell Fibe TV does not have a master setting to disable promotional channels or system-wide television ads.

Thank you for your question. Is this Fibe TV or Bell Satellite TV? Is this a banner or a full screen? Normally, such screens can not be turned off, but clarity of your service is always helpful.
