Starlink is satellite internet, which connects your home network to the rest of the world wirelessly through a satellite connection. Apple TV is not compatible with routers that requires sign-in with a username and password (captive network portal). Perhaps use your own separate router, and connect the Starlink Wi-Fi only as a modem.
As an alternative, if you have Fibe TV at home, you will be able to stream Bell Fibe TV on the Internet with Starlink Wi-Fi using the following web browser link: https://tv.bell.ca/home
Not all channels available at home are available when you stream Fibe TV. You can view what is available by logging in to your account on the web.
