Google-411 is not the end all & be all. It was a telephone service launched by Google in 2007, that provided a speech recognition-based business directory search that could also place a call. Google originally implemented GOOG-411 to build a large database from users' voice queries to improve their speech recognition engine.
All phone numbers are recycled. After 90 days of inactivity, they can be put back into the system to be reused. This timeline may vary depending upon the availability of unassigned numbers. There is very little that any telecom company can do to avoid this from occurring.
