Been having an issue lately with my VPN and other secure tunnels being capped at 11.5Mbs
if I restart all equipment it is good for maybe a few minutes or longer getting fully speed. My speed tests are showing full 1.5Gbs at my physically connected machines. However my tunnels have all slowed down to 11.5Mbs.
I read a few places it could be the number of connections so I reduced those but still experience the issue.
i usually run the modem in bridge mode and have run it like this for many years without issue. Is this the “profile” issue I have now or some other kind of throttling Bell is. Ow doing?

There's no bridge mode on Bell modems as far as I am aware. There's DMZ and ADMZ modes, but they are not true bridge modes.
There is some sort of profile bug that happens to some customers, but you would have to try without VPN and see of the issue persist or not, to see if you are having this bug.
Bell also does not actively throttle internet connectivity on cable internet, although in cases of congestion they might prioritize network traffic. You can read up on the policies here
