Outlook not working

A couple of days ago outlook would not send emails. I tried repairing, manually adjusting settings, got online with support from Bell and nothing worked. Bell support told met to remove the acct and try to set it up again. Now I cannot get the account to add at all. Then I called outlook support and he recommended every configuration under the sun (all i tried already) and nothing is working. My phone has stopped working too - beyond frustrated!!!!
