Speed between 2 bell locations is horrible for some reason

File sharing between 2 homes is for some reason limited to 3MB/s.

1 Location is 8gb/s, the other is 1.5gb/s, so I would hope to easily do 1gb/s speed between us, but that is not the case. 

We have tried doing an IPSec tunnel using 2 Fortigates 100F and 1500D, which are more than capable of managing those speeds and still get 3mb/s. We tried simply sharing the port directly on the PC and port forwarding the computers so that no device are in the way, still 3mb/s. Nothing changes the speed of the download over internet. But local network speeds do well over 1gb.

Is there some sort of throttling between bell consumers? This has been going on for over a year now and we have tried pretty much everything and we are out of ideas.

You could try again without the Fortigate equipment. Are you using the regular DHCP LAN connections, or are you establishing PPPOE connections to get external IP's on the Fortigate's??

Could be a protocol issue, software issue etc...

How are you transferring files between the 2 locations?

We have tried a LOT of methods. SMB, HTTP, FTP, SSH, over IPSEC, over Hub & Spoke, SSL VPN, Mesh networking, RDP, NFS. 

We tried everything to make sure it was not a protocol problem, but still no luck.

It is a guess, but you may be running into a security issue within Bell servers. A direct connection between two computers on the network outside of Bell's control may not be technically possible. It may be seen as a security risk. Bell's network is not like having two computers plugged into an unmanaged hub in the same room or house.
