I have a Samsung S23 Ultra and cannot disable roaming per individual sim. When I choose my travel sim as the primary sim, and disable data switching, the Bell sim still occasionally activates Roam Better. CSR suggested that manual network selection will avoid this issue but I was wondering if data blocking could also help.

You are able to use the Data Manager via MyBell to block both domestic and roaming data usage, yes.
Data Manager blocks both domestic and roaming data, however, if you enable a Data Manager block and then start roaming, there may be a small leakage of data when you first start roaming, resulting in roaming charges. After this initial leakage, roaming will continue to be blocked until the toggle is turned back off in MyBell.
