Yes, you are able to port your home phone number to a mobility account. Due to the difference in home phone and mobility platforms, it could take a few days for the process to be completed.

I have enclosed a link that will answer your questions related to converting your Bell Home Phone number to your Bell mobility service. The quick answer to your question is no you can not do this.
Number portability lets you keep the same phone number when changing service providers. You can keep your phone number when switching from:
- One wireless service provider to another
- A wireless service to a home phone service
- One home phone service provider to another
- A home phone service to a wireless service
Can any number be transferred?
Not all numbers are transferable. For example, the following cannot be transferred:
- Inactive numbers
- Pager numbers
- Toll-free numbers
- Special * or # numbers
- Numbers from areas that do not support transfers of phone numbers

I'm in the process of migrating my old landline home phone (provided through fibre by Bell) to a smartphone (Bell Mobility). Others considering this move may be interested in my experience thus far.
I had specifically asked if our old phone number, which we've had for 25 years, could be transferred to our new smartphone and was informed that this was not an issue (should be fairly simple since it's all internal to Bell, right?) but that it might take a few days more than the normal two for mobile-to-mobile number transfers. I was given a temporary number but held off configuring the new smartphone until I got confirmation that our old number had been transferred. Checked bell.ca/numbertransfer and was advised that our number had been successfully transferred at 8:00 AM Sep 14th. Fired up my new phone, tried calling my number from my old flip phone and got a recording that "the number you have reached is not in service." Called the temporary number assigned to my smartphone and that worked (but I have since confirmed that I can't receive or send texts). This was not a major concern since the Bell rep had advised that it might take a couple of more days to configure the number for my mobile service.
Well, three business/five calendar days later and still the same response, which is odd since my Bell account now lists my old phone number for Bell Mobility. Called up Bell and spoke to three reps over the course of 90 minutes to see what the problem was without success. The issue has been escalated (ticket #708513 refers) but it may be another 72 hours before someone from tech support can get back to me. From what I understand there may have been an issue with the provisioning of the new mobile service. [This is somewhat disconcerting since I had an earlier issue with the provisioning of my home phone when we switched from copper to fibre (I posted that episode to the forum a month or two ago).] I'm now looking at an extended outage of over a week and the possibility of missing calls intended for my old phone number. So, far from the smooth transition I envisaged.
I'll provide an update once I have something further to add. Just thought that people interested in taking this route be aware of the possible speed bumps.

I wish I could offer you a simple solution. I can not. I do not work for Bell. The rules for porting a number are the same for all telecommunication suppliers across Canada. There are similar rules for porting across the U.S.

Here is the criteria for porting a number. There may be exceptions to this, but I am not aware of any.
If you are not satisfied with what you were advised, I can only offer you the following. Hopefully it can be of assistance to you:

Well, I got a phone call from the Bell Mobility help desk at 5:30 this afternoon and things happened very quickly after that. The help desk tech asked me shut down and restart my smartphone while he ran some diagnostics from his end. When he called me back a few minutes later, it turned out that his diagnostics had uncovered an error that he had to escalate to another group. Later, at 8:30 PM, my new smartphone rang and it was another Bell Mobility tech -- he was calling my old phone number to let me know that the issue had been resolved. I made a few calls and sent some texts, and everything is now working as expected.
Although the initial part of this transition was not as smooth as anticipated, I'm very pleased with how quickly the matter was settled once the trouble ticket was raised.

WelshTerrier, I've seen the regulatory framework that you've outlined above and the key is in the interpretation of a service provider. Bell Canada is an umbrella organization that has a number of entities such as Bell Home Phone and Bell Mobility, each of which could be considered a service provider. And at no point did anyone, from the sales rep to the individual tech staff I dealt with, ever tell me that it couldn't be done.

One further update: I was very pleasantly surprised, on checking my Bell Mobility account yesterday, to find that Bell had given me a partial credit towards my first bill, an unexpected but welcome gesture on their part. This and the rapid resolution of my issue makes me more confident that going with Bell Mobility was a good decision.

Hi. A few months back I ported my father in laws home phone number to a mobile number so he could retain it while changing residences.
He is now in his new home and we've set him up with home phone in the new location. I would like to port the mobile number over to his new residence and replace the new number that was set up. Is this possible.
He also has Fibe 50 and TV as part of his new service. (I'll assume it's not FTTH given 100mb was the maximum speed available

What is the "temporary phone number" I need in order to do a number transfer? First error says its in the service agreement when i purchased the sim, then it reads another error saying its the number im transferring over! Both numbers being invalid! The heck does this even mean, right?! Like, whats really going on around here!

Have you signed up with Bell Mobility & arranged to "Port" your number? If so, then you should of been given a temporary number. You will need to contact Bell Mobility & make these arrangements? Please call: 1 800 667-0123

Notes: When you sign up for Cellular service, your given a random telephone number because its a requirement of activating a cell phone service to have a number. You can't have a cellphone line activated with no number assigned. This random telephone number becomes known as your Temporary number while your original number is being ported from your previous carrier. once the port is complete, your old number moves to your new cellphone line, and your old account with your old provider gets cancelled automatically.

You would be best to go to a Bell store and see if you can do that. You realize you can unplug the phone with the same effect?
