While connected to a roaming partner in the U.S. 911 emergency services should be working same way as they do in Canada.
One thing to consider, some U.S. carriers have begun shutting down their 3G network and are LTE only networks, so if a phone is a non-VoLTE capable phone and there is no 3G network available to fallback on; the phone won't be able to connect for any calls, including 911.
