Texting only works with internet

Most people only receive my  text messages if I am using WiFi. Also, quite a few text messages I'll only receive much later, as soon as I'm in an area with WiFi. Up until recently, I could send and receive text messages anywhere (as long as the place had service). Does anyone know why my messaging app relies on WiFi now and how I fix it?

Many times when facing these types of issues with your phone a quick power cycle (restart your phone) usually fixes the problem.
