If you mean Bell Satellite TV, the answer should be yes, as the connection from the receiver to the TV is through an HDMI cable.

Good Day & Welcome to the Bell Community Forum.
Can you please provide me with some further details? Are you a Bell Fibe or Satellite TV customer? You mentioned Bell ExpressVu. Which receiver do you have? Do you have Internet?
You can watch either TV service on your Samsung Smart TV. Is this your main TV or is this going to be an additional TV?
If you are on Bell Satellite, connect the coaxial cable from your satellite dish to the “In” port on the back of the receiver. Connect the HDMI cable from the receiver to your TV. Turn on your TV and receiver. Use the TV remote to change the input to the HDMI port that your receiver is connected to.
If you are on Fibe TV, connect the HDMI cable from the receiver to your TV. Turn on your TV and receiver. Use the TV remote to change the input to the HDMI port that your receiver is connected to.
Samsung does not carry the Bell Fibe App in the Samsung App store.
If this is an additional TV hookup per se that you are wishing to add you can do so by any number of other possible methods. E.g. additional Bell receiver, Bell Streamer, Fire TV, Apple TV, Chromecast, Android TV, etc.

I wasted time trying to find the Bell Fibe TV App on my Samsung Frame App store, as instructed. As you indicated, it does not work (Samsung frame does not carry this app). Is there any other option?

You are correct. Samsung does not carry the Bell Fibe App in the Samsung App store.
If this is an additional TV hookup per se that you are wishing to add you can do so by any number of other possible methods. E.g. additional Bell receiver, Bell Streamer, Fire TV, Apple TV, Chromecast, Android TV, AirPlay, etc. Do you have a Fibe Internet subscription?
