I have noticed that some of my devices in the Bell Fibe app are assigned to me and some are assigned to my home. What is the difference between the two and what does assigning them to one or the other accomplish?

There is no real significance. It is a visual feature of the app to give you better control of the devices connected to your network & their location / people name. You can rename or regroup any of the devices to people / locations that best meets your needs & situation. E.g. smart home devices, speakers, TV, mobile devices, etc. You can add, delete or change grouping names.

As I suggested in my earlier reply, "There is no real significance." You can name or group any of the devices to people / locations.
For some customers, it is a positive step in identifying the who, what & where a device is connected to their network. For others, it may be of little to no benefit at all.
