I have 20 GB on my Mobility plan.  If I go over the 20 GB is there an overage fee?

Yes that is correct. You will pay for the extra data over the 20Gb. It can be pricey. You can turn off data & you can also receive notifications. The following link should explain how data overage is applied & billed as well as what you can do to control & avoid being charged for extra data.

Data usage thresholds and text message notifications
