Hi,
I have a China Telecom SIM card that roaming to Canada does not work. They have mentioned to me that Bell is one of their Telco partners. I wonder if there is any help that Bell can provide.

I am not quite sure who "they" is that you are making reference to. I can not find anything suggesting that China Telecom are partnered with Bell. That might be one reason why their SIM card does not work. You would need to speak with them about their SIM card. China Telecom & China Mobile are two separate & distinct companies.
