Is pay as you go phone considered an activated phone?

I have an iPhone 11 we want to take to Europe.  We use it here with a bell pay as you go 15$/month.  Is that considered an activated phone so we can use a European SIM card while overseas ?  Last time we went over I hadn’t activated phone at all. Was still fresh in the box so the European sim didn’t work. Help please.

A pay as you go phone is an activated phone. It will either have a SIM or eSim that is embedded in to your device.
