Wi-Fi Calling
Wi-Fi Calling lets you expand your mobile coverage in locations across Canada where you may not have cell reception. When your phone is connected to a Wi-Fi network, you’ll be able to make and receive calls, as well as send and receive text and picture messages – just like you normally would.
This is a free service that is available on compatible smart phone devices.

When driving my recommendation for you will not work. You can try HOTSPOTS FROM SOME SPECIFIC hotspot locations. I wish I could give you a better answer in solving this problem, but this is Canada...... It is large. You will not get coast to coast coverage with every possible means of travel across every inch of this vast country.
If you find a supplier in the U.S.A. or Canada that can deliver this to you, then please share this with us.

I do not have all of the answers to your questions, solutions to your problems or means to make technical changes that just do not exist. Wish I could but..... that would be wishful thinking & pie in the sky!
