I have a prepaid plan that allows me 100 minutes of canadawide call time, but toll free 1-800 numbers are counting towards my talking time AND charging me on any extra balance in my account. I assume this has to be a mistake on bell's end?

Welcome to the Community and thank for your post.
Toll free numbers are telephone numbers that can be dialed from landlines with no charge to the person placing the call. Such numbers allow callers to reach businesses and individuals out of the area without being charged a long-distance fee for the call.
For cellphone callers, however, it will consume the airtime minutes used during a toll free call unless they have an "unlimited calling" plan.

It is no mistake. These are toll free calls. They are not talk free calls or free talk time. It does count towards your talk time / airtime minutes. You will not be charged LD. The time used will be applied to your total call time unless of course you have an unlimited calling plan.

Calling an 844 toll-free mental health helpline using Bell Mobility prepaid results in using up all local minutes and then a 50 cents per minute charge. This is outrageous.

Despite having Unlimited Canada minutes toll-free numbers are counted as local minutes, but toll-free numbers are not associated to any local area code.

Good Day & Welcome to the Bell Community Forum.
Toll free calls are not charged LD. The talk time on a toll free call counts towards your talk time / air time minutes.
If you have an Unlimited Canada wide calling plan, then there is no charge.
If you do not have an "unlimited calling" plan, the airtime minutes during a toll free call will be applied to your total call time. You will not be charged LD.
