Travelling with phone off. Callers can't get to voicemail

I have turned my cell phone off while travelling. People calling me in my home country are getting an out of service vs my voicemail.

Welcome to the Community and thanks for your post. 

In order for the Community to help, some clarification is needed on what you mean by phone off. In the instance that you've placed your account under a seasonal suspension while out of Canada, it will turn off all aspects of your plan.
