Ask to subscribe to Time Shifting for local channels

I have recently swtched from Bell satellite TV to Fibe TV with the Starter package.  I am in GTA.  I can watch CHCH local channel just fine but when I select local CTV, CTV2, or CBC.  It asks me to suscribe to Time Shifting.  This is very strange.  Has anyone encountered this before when you first have Fibe TV?

Our Starter package does include CBC & CTV.

Please note, CBC News Network & CTV2 are both only available in select areas. Have you confirmed your channel line up in the MyBell profile?
