Can HDTV receiver connect to VGA?

I have a HD TV with no HDMI input but it does have a VGA input. I have an adapter for HDMI to VGA which works perfectly connecting my computer or laptop or DVR to the TV or monitors but when I try it on the HDMI output of my Bell receiver it does not work. Is this by design or am I doing something wrong?

We've taken a closer look into this and the connection you are trying to make with the receiver is not compatible. This kind of set up is not supported since this will cause HDCP issues. For a set up to be HDCP compliant, the STB should connect directly to the TV.

Do you have to have another HDMI / VGA adapter that you're able to test?

No. But the one I have works with the computer, laptop and DVR connecting to TVs or computer monitor. The only thing that doesn't work is the Bell receiver HDMI.
