During a recent move we misplaced the SmartCard for a receiver. Can we request a new card? Thought I would ask here before contacting Support.

You can definitely request a replacement SmartCard. Check out How to activate my new Bell Satellite TV SmartCard
under the FAQ section for information on how to request a new SmartCard.
Once you have received it we have a great article that will help you activate the card too: Replace and activate a Satellite TV SmartCard

Hi. I bought a used 9242 dual receiver and now realize it doesnt have a smart card. Having trouble with the customer service as it is an old model. Does anyone know if i can just get bell to send a new smart card ive been told they dont have dual smart cards anymore but there is some confusion if i even need a dual smart card. Any suggestions would be helpful
