The secondary Bell satellite tv box is not connecting after power out. Primary connection is fine.

Thank you for your post and welcome to the Community.
It is possible the receiver shorted out due to the power outage. We would first recommend trying to plug the receiver into another power outlet to determine if it is the receiver or your power outlet.

we had a power cut and my set top box is flashing red blue and the power button is flashing.
I have a no signal message.
I have unplugged and replugged every connection three times.
nothing changes

Can you clarify which TV receiver you are using?
We also recommend trying out the suggestion from @BellNick and testing a different electrical outlet to see if that makes a difference.
