When I try to pair the modem with my TV it says Wi-Fi not enabled

I recently had Bell internet and Fibe TV installed. The internet works fine, but when I tried to pair the modem with my tv, it says wifi not enabled. I tried turning it on, but it keeps turning back off. I’ve done this several times, but no luck.
