My parents are having a really hard time with their Bell land line and as older people they rely on the land line to speak with friends, family, and for business/health appointments.
I am advocating for them to find out what may be done.
Since December they have been plagued with extreme noise on the land line. The neighbourhood has been torn up to add fibre. Possibly related.
Call to 611 confirmed line. However, no attempt to provide a remedy. They are being told no fix till MArch due to cold. This is not acceptable to me and to speak with them on the phone is painful. I can imagine how they are now isolated since conversations are difficult.
What can be done as temporary remedy? Use of a mobile? No charge for service since December at minimum is my thought.
What experience have other community members had?

I suspect the outage in your neighbourhood was as a result of either a cable that was damaged or the mild weather & moisture from rain & snow that has entered the cables or their enclosures.
Youi should contact Bell Repair service & report this situation. When the cold weather returns, the problem may temporarily disappear. It will eventually return as the weather changes & we approach spring.

Thanks for the references. I did call 611 and they sent someone to investigate. They said the streets were frozen so nothing can be done. The noise is affecting their ability to communicate and Bell said not till March that anything can be done.
They have FIBE for internet and a COPPER line for landline. I did the troubleshooting from the links you provided before we did the 611 call.

There was an outage in my area. It has been fixed but now I have a loud humming in my phone.
