How do you turn Call Answer OFF?

my home phone system (old and the new one that I just bought) the answering machine does not work anymore, when someone calls, the message said that the answering machine was not set, but that is the Bell message, not from our phone at home
so how to deactivate that setup so that my answering machine at home will receive the calls and record messages?
