I received an email sent to: Bell User.
The email said Your mailbox is almost full
We are closing all old versions of BELL Mailbox as from September 30th
UPGRADE NOW TO THE NEWEST VERSION
Please do not reply to this message

Not sure if I fully understand, but it's common for spammers to use an e-mail distribution list so you would see a million and one entries for the To Field.
I am not sure why wizard would concern you specifically, but I would not pay too much attention to that detail.

Spammers and fraudsters like to use hijacked Gmail accounts. This is especially common with Bell credential phishing accounts, telling you to upgrade your settings (don't!) or confirm your email and password (don't!). A more recent variation is a replica of your Bell bill notice, often within a few days of your actual billing date. The scammers want your Bell account credentials and then to have you pay your bill through your bank account, in both cases grabbing your credentials and your bank account. The give away in the replica bill notice is again the sender e-mail. It is usually from Gmail or some address which is not Bell. Just delete these emails.

Ok thanks, I guess the spammer uses Wizard as a list of sorts.
What about when my email address is in the from: part?

They spoof the e-mail fields when they send these messages. Wizard would be the mailing list name, so you cannot see all the other e-mails and the from field is fake to avoid a trigger on the from field by anti-spam measures.

I keep getting bell emails stating I need to purchase virus protection or you will shut down my email account… I keep ignoring it but they just keep coming

And they will keep coming, unfortunately. The emails are from a Gmail address. They can be ignored. One might even use your own email.
