Does Bell provide a mechanism for me to use two cell phones for the same number?

Good Day & Welcome to the Bell Community Forum.
No. Your number can only be assigned to 1 SIM (physical or eSIM)
You can swap a physical SIM from one phone to another. This can be completed at any time of your choosing. You should keep in mind that the phone number is linked to the SIM card, and thus the relevant plan is attached to the phone number in turn.
You can have two numbers, separate services, on the same device. You would need to pay extra to add another mobility service to your account.
A Dual SIM device is able to use two SIMs instead of one. Depending on the device, this can be a combination of physical SIM card(s) and/or eSIM(s).
With a Dual SIM smartphone, you can have two phone numbers on a single smartphone for calling and texting (SMS and MMS). For example, you can have separate personal and business numbers. The two phone numbers can be on the same account, or on different accounts.
